Those lugs are for locks. However, the locks are not installed. I don't see any problem in using them other exposure of the end of the lug to the elements which could lead to rust/corrosion.

Have you replaced the old single wire cylinder head temperature sensor? The problem you describe is similar to one I experienced and it turned out to be the cht sensor.
