Fuse 23 short problem

Hi all,

I'm a very newbe to the BMW e30, so please excuse me for less intelligent questions... ;-) I have the problem that my fuse 23 blows every time I turn on the light switch. I tried disconnecting all lights from this fuse except for the instrument panel lighting. When measuring the wires I still measure a resistance of about 10 Ohms for almost every wire. I expect this to be caused by the active check control. Can anybody point me out where to look for the active check in the electronics so I can bypass/disconnect it? Or is this something like a common problem and anybody might know the cause? I checked most of the wiring going to the trunk, but they seem in good shape...

By the way, the car is an european 1988 e30 325i convertable.
