SRS control module RECODING

Hello,
I've been searching for the definitive answer to this question: if you buy a used, warranted SRS control module appropriate for your VIN, can it be re-coded to work with your car?

I've got SRS failure codes indicating the control moduel itself is bad, and also the right seat belt latch. The latch is cheap, and new control module not so much.

I've had one local reputable shop say they COULD code a used module, another say what the heck we'll try, and of course every dealer saying no it can't be done.
