I wouldnt start looking at the relays just yet. The first thing I would suggest is checking the battery. So many times, I have solved starter problems simply by cleaning and tightening battery posts and cables.

I have also seen situations where over time, battery cables build up internal resistance due to oxidation, heat etc.. When this happens, it is impeding the flow of current from the battery to the starter, or from battery to ground.

I'd check these two things before i assume the starter relay.
