You need to verify the gauge is getting electrical power. You should start by checking for voltage at the sending unit unplugged with a digital multimeter then load it with a grounded test light and see if the gauge moves. The most basic test is unplug the gauge and the needle should move all the way in one direction and then ground the sending unit wire and the needle should move all the way in the other direction.
