Rocker shaft locator lock

Any info will be helpful. I’ve seen mentioned several times but until I had to use a breaker bar to release the rocker shaft yesterday, I figured in the past rocker shaft seals were the answer.
I recall it’s a private company’s design but I can’t reference the company in any postings
