Cold start sputter. 3.0

my 3.0 sputters caughs and pops for the first 15-20 secconds on startup when cold. Then smoothes out to a nice clean idle...also getting some white smoke puff at startup too. Recent rebiult 1500 miles ago and has been doing this since i installed motor.
Have new WUR, new Cold start valve, new plugs, new wires, etc etc. Any suggestions?

Have you checked your system and control pressures? If the WUR is new, it might need to have the plug knocked in a bit, which will allow for a lower control pressure during cold start and in turn a richer mixture. I think, from what I have read your mixture needs to be set properly before you adjust the WUR. Still learnig myself though....
