1st 3.0 engine build advise

Purchased a cheap 1980 911 complete motor for my first rebuild. PO rebuilt it but then experienced a knock sound, shut down the motor and that's where I came in. Just got done taking it apart, appears the timing was off, every piston has a small mark from what looks like the intake valve. I'm going with new P&C's anyway.

Here's the questions:

Keeping in mind I live in So. CA, and have to pass smog, so the CIS has to stay.

Can I build a 3.2SS and still pass?

How much more is it to build a 3.2SS vs a 3.0 ( I would run 964 cams)?

are the 964 ground 3.0 cams on ebay good?

would it be better to run a 78/79 CIS or the 80 CIS on a 3.2SS? ( i have both, and can have the heads ported to the 78/79 size)

Is there a good machine shop in the Ventura area?

3.2SS will work fine, as it is simply a displacement bump - as long as all factors remain the same, you are good. FWIW, you can actually go to a 964 or 993 sport grind and still use CIS and pass emissions.

If you go this route, I'd rebuild the motor with 98mm, 9.5:1 CR pistons. I don't trust anything on Ebay without knowing who did the work. Instead, call John Dougherty and he can spec you as hot a cam as can be ground and still keep the CIS/pass emissions.

As far as machine shops near Ventura, you have a lot of reasonably close options.

I think I've talked to Rennwerks before, I'll give him a ring first since he is just around the corner, makes the shipping easier, that way I can wreck my own boxes instead of UPS!
