found a silicone type of glue in block? is this stock?

Hi Guys , should there be silicone at these spots?

These casting areas were left unsealed from the factory when a pressure cast aluminum case was first released and then sealant was added after leaks were discovered.
We use Loctite Hysol but JB Weld is very similar.

Should there be JB weld used inside the case? On another thread I thought others were against it? In case is were to break off and get caught in the oil screen???
