no, that is part of the hub, You'd have to retrofit to the '78-79 version of hub/hat to remove it.
Those appear to be the late 930 hubs which have a 21mm o/s built into them.
The older 930 hubs have a spacer but it is used because the same 7" wheels as were used on SC//Carrera were used on the 930s
