MOst of the stockers I've seen, were indeed already at minimum height at delivered. The one exception might have been futzed with, so who knows.
The preload with plastic is still doable, but it works best with the rear end unloaded and believe it or not, on a cold day (less flexible plastic) with a cold bike and motor. Use the factory 3 prong wrench, not a conventional/generic single hook wrench.

Ride height comes preset from the factory at the lowest setting.

Indeed, unloading the shock is the answer, as it worked for me. The 3 prong wrench won't matter, because the plastic ring will still "jump" the thread. But this is only a problem when INCREASING preload.
