2007 R56 S P0018, 2F19, E717 codes

I’ve been working with my son on his 2007 Cooper S R56 (Turbo). We installed a remanufactured head (new valve seals, etc), timing chain, oil pump, new thermostat housing and coolant sensor, etc. The car is running pretty well except on cold start. We are getting CEL and fan running as soon as the ignition is turned ON.

Generic OBDII code is P0118 (Engine Coolant Temp Sensor 1 Circuit High).

BMW/Mini specific code is 2F19 (Coolant temperature sensor, signal), and E717 (No message (engine data, 1D0).

The thermostat, coolant temp sensor, and connectors for both are new and I believe that the coolant system is well bled (no air in system). We have tried 4 different temperature sensors and get the same result with each. Any ideas, suggestions, or previous posts you can recommend?
