Question on Replacing Lenses and Bulbs

Can you help me with the procedure to replace the LF turn signal assembly on my 2005 Cooper S ? i was told there was an access panel in the inner fender liner but that's not true on 2005. Does one remove the complete liner or the whole front bumper?
