I seem to be misunderstanding something in this procedure. After getting the new pan and filter back on, I was only able to add 1.5qts before it started spilling out. No amount of starting and shifting through the gears would allow me to add any more I filled through the drain using a VW tool. Is the fill and check procedure after running through the gears supposed to be done while the vehicle is still running or cold?

When you change through the gears, the engine has to be running.
