Ohio’s new gas tax

The legislature raised the fuel tax a little, from 28 cents to 38.5 cents.
But they imposed a $200 registration fee on pure electrics and a $100 fee on hybrids and plug-in hybrids. It took a lot of calling and letter writing to get them to group plug-in hybrids with the pure hybrids. My rep. initially didn’t know what a plug-in hybrid was.
We all knew it was coming.

Our DoT is taking under consideration a road tax vs gas tax because of the proliferation of electric and hybrid vehicles.

Why?

They get a huge amount of sales tax with an electric car. At 7%, an average Tesla Model 3 ($50K) will put $3500 in the state coffers.

A car that gets 25 mpg will use 4000 gallons over 10 years. At 38.5 cents/gallon and 2.3% inflation has a NPV of $1361.85. A $30K car therefore will put an equal amount of money into the state coffers.

You know why. Because they can. Tax and spend.

The price of a license tag in Oklahoma, and most states is purely predicated on sales price. So a Million dollar 918 pays huge taxes and likely gets driven very little and caused no real damage to the road. Yet a 20 year old F-350 diesel truck that hauls around a heavy work trailer pays 21 bucks per year. And a 18 wheeler pays a lot of taxes, but in relation to the road damage they cause, gets a free ride.

I'd be happy to pay more in gas taxes if the money ACTUALLY went to fixing the roads.

I'm in a Cincinnati suburb and was hoping for an increase of .25 cents (or higher).

SW Ohio roads are horrible, especially in the city of Cincinnati.

Yet, The liberal democrat city council is obsessed with their $148million dollar streetcar that no one rides...and fares are paid via "the honor system."

For a similar gasoline car, they get far less. See my example, $30K gasoline car vs. $50K Tesla Model 3

Well, if you control a city council in an urban metropolis, then you can form a syndicate of investors, buy tract after tract in the poorest/worst neighborhood, declare that neighborhood an economic empowerment zone, bestow 15 and 30 year tax abatements on that neighborhood, use tax dollars to build a shiny, MONEY LOSING light rail right through the middle of the mess, and then re-sell the cheap lots for 20x what you paid for them because you have made it "hot" for redevelopment.

Its great work if you can get it.

Similar discussion in Oregon.

Federal gasoline tax ($0.184/gal) hasn't risen much in decades, so Federal money for the interstate highways is coming up short. State gasoline taxes ($0.34/gal in Oregon) and local gasoline taxes ($0.10/gal in Portland, up for renewal in 2020) are starting to rise instead.

Taxation of electric cars is getting attention. Oregon will start a $110/year registration fee for electric and plug-in hybrids in Jan 2020. There is also a state rebate of up to $2,500 for new EVs and plug-in hybrids, and another $2,500 for a new or used EV. "EV" means a battery-only car. So EVs and plug-in hybrids are still getting incentives. There is a 0.5% motor vehicle sales tax in Oregon now as well, that applies to all cars, ICE or EV or hybrid.

What we really need to do, in Oregon, is to reduce the use of studded snow tires. They tear up the roads pretty bad, because during the winter most Oregon roads are bare of snow most of the time, so the soccer mom who puts studded snow tires on her SUV because she lives in the hills is wearing trenches in all the pavement at lower elevation. Those trenches then collect standing water that tends to freeze, making the roads not only crummy but dangerous. You see this on the highway but also in town, especially at intersections where soccer mom blasts off at green. I use studless snows, they work great for anything that a normal driver needs, though I see why emergency vehicles might still want studs. I'd like to see a hefty tax on studded snows except for bona fide first responder vehicles.

Cinci traffic can be a pain. The Brent Spence bridge bottleneck is a serious impediment to north south traffic.
But we are a nation of states (little nations). Kentucky owns the river, so Kentucky is responsible for the bridge. There isn’t much commerce going on on the immediate KY side of KY’s river, so they se no need to get exercised about improving things.

Really? Tesla has a minuscule number of cars compared to other manufacturers and sales tax on the car has nothing to do with time on the road.
I love the "an average Tesla". That's like saying "an average Saturn 5 rocket". There ain't many out there.
