Island - the eyeglasses were also explained. The film of him reading a speech while bespeckled was supposedly a trial run of a speech that he later gave, though this speech still pre-dates that Sidewinder/Cruise missile strike.
The reason it was shown to the Iraqi people was because they'd never seen it before. My theory: no one was sure the Sidewinder/Cruise missile strike killed Sadam, which is why they bombed the restaurant a couple weeks later when the U.S. heard he was still alive. One or the other probably did the man in.

A rattled Sadam coulda made that bespectacled speech..... My guess is he survived the first nights strike.....resistance was still stiff afterwards.
The second strike either got him or he got away under the cover of his being dead.....maybe to Russia? Cause resistance was almost noexistant after the 2nd strike on the restruant. A regime like Sadams is only effective...will hold together so long as he is alive or there to direct it.....otherwise it falls apart because no one except him can instill the fear or inspiration to hold it together. Look what happened to the 3rd Reich after A. Hitler committed suicide (decent example of a similar situation + or -).
