The fact that this was done 'in the background' means the BIL knows he's a douche. He values the bike more than his integrity.
For a very small price you learned a valuable lesson. They are not to be trusted.

If you think this is bad, wait until someone dies and the vultures in the family swoop down and take things out of the house before the body is cold. I've seen this several times and swore that when my mom and dad passed I wouldn't fight over stuff. One of my siblings got a few things that they shouldn't have and I had to decide to just let it go.
As far as the bike is concerned, I have a feeling its the sentimental value that makes this tough. I can say from personal experience that you should make a commitment to yourself to let it go or take care of it now but don't let it get under your skin and gnaw at you. If you want the bike then tell dad you would offer to pay for the parts (with receipts only) and agree to add something for the labor. Let dad tell doucheboy he thinks it is the right thing to do.

What insurance company would take action to pronounce the bike totaled and resell to someone else based on being contacted by a non-policyholder? Presumably FIL has not had discussions with the insurer at this point.

I am not looking forward to the day we're having to settle an estate. I know this is just a gimps of what is to come.
When the time comes and my mom passes, the only thing I'll want is a few more minutes with her.
