Probably any dealer could do it. Maybe even a used car lot place.
I would Dremel the face otherwise what Baz says. If they comply and leave holes in bumper task them to fix.

When we bought my wife's Macan the front plate mount was just tossed in the trunk of the car. Now it is in the attic. My 911 has no evidence of ever having a front plate. My El Camino had two large square holes where the plate mount was attached after I removed the plat holder. I just bought some square shoulder button head chrome stove bolts that were short from Ace Hardware. After several decades they still look like the rest of the bumper bolts.

If the dealer has a tool to remove it, let them do it.

I decided to just get it off. A little easy drilling, some twisting and cutting and the now the new plate is on. What a pain in the ass for a stupid plate that my wife had to have on her suburban...that is all.

The last year that Michigan required a front plate was 1982.
The state still doesn't require any vehicle inspections of any kind.
No smog checks...what's that??

If it can go down the road....all is good!

Yup.

And record it to show the multiple drill holes put in the new bumper.
Guaranteed to rust and fail.

Then have that dealership install a brand new bumper without holes in it.

We've got to have a front plate here. I ran the first 3-3.5 years with no front plate and never got pulled over for it, but didn't want to tempt fate. Someone in the local PCA advertised one of those machined Al plate frames that screws into the tow hook spot, so I bought that and put it on the car. If I ever want to take the plate off, I just unscrew it and pop the cover back on the hole.

Why would floppy rubber/plastic or f/g rust?
