Seems like it works like a lot of rules work. The idea is that most people follow, so you get 80% compliance, which is better than 0%. Speed limits work similarly, there are seldom any cops, especially on local roads, but most drivers observe the limit or close.

This lockdown has shuttered “non essential” businesses (most businesses are non essential) for an indeterminate period of time. These businesses are losing money at an unsustainable rate, and many will close their doors forever. Their employees are out of jobs right now, and have a very good chance of never being able to go back to their old jobs. The longer this lockdown (yes, lockdown) continues, the more dire life becomes for many millions of people here in the US. The long term consequences of this lockdown will be catastrophic for millions. This is what people fear as each day progresses to the next while our Governors decide “yea we’ll add ANOTHER month to the lockdown”.

For most, unless or until someone comes knocking on their door or pulls them over, etc., laws are merely theoretical.

So it’s no troubling at all if one day orders are decreed that make driving to the beach to sit in your car and watch the sunset, or roaming the streets on your motorcycle, are imprisonable offenses.

Or if those orders are indefinite.

Or if they aren’t even passed by the legislature or through any legislative process.

Or if there isn’t the manpower for strong enforcement, so your breaking the law isn’t statistically likely to get you caught.

But they do want you caught.
NY, and I believe LA, have set up snitch lines so citizens can call the government and rat out fellow citizens who are disobeying the orders.

I’m sure things like beach closures have nothing whatsoever to do with inflicting pain and discomfort on people in an election year to achieve a desired outcome for a particular party either... 🙄 C’mon - most of you guys are smart enough to know what’s going on even if you don’t want to admit it. This is no longer about public health or safety.

It reminds me of years ago when I was in CA - there was a budget shortage and the administration (think it was under Gray Davis) was clamoring to have taxes raised. Naturally people weren’t too receptive to that so there was a shutdown of state services - deliberately targeted to maximize pain, inconvenience and discomfort (things like DMV hours, state parks, public assistance offices, etc.) NOT the most expensive ones - the ones specifically intended to inflict misery to the point where the electorate would cry “uncle” and vote in the new taxes. Guess what? It worked.

Think the same tactic (or a variation) isn’t being used here? Guess again. This is very much right out of their playbook.

People are allowed to go out for exercise and a certain amount of recreation while maintaining social distancing and wearing masks, i.e. hiking, riding bicycles, walking, etc. All of the coffee shops in my neighborhood are open for take-out. Maybe they are technically serving food if you count croissants and muffins.

In essence it should not be a problem. However, when everyone gets the same idea and starts crowing a beach or similar then we are back to a risk of exposure. People just ain't gonna listen.

Tomorrow, I am going to my daughter's home on the beach to visit. We will be smart and wear masks and take other appropriate social distancing measures. But, it will not be business as usual.

I will be outside on the porch saying hello and dropping off PPE. I get to see my grandkids through a window. I have not heard that I am unable to do this.

That's not it. --people, in general, are very risk adverse right now.

The thing is, those States, counties and cities do NOT want to patrol parks and beaches.

Around here, where small lake-front walkways have park facilities, we have locked/closed restrooms and they have even pulled garbage bins.

The "public servants" are getting paid to stay home. Meanwhile, private garbage collectors keep on doing their jobs, thankfully.

Lots of the "public servants" are loving this situation. Getting paid for nothing, with pension and vacation accruing... minimal risk of losing their jobs. Well, unless the pitch-forks come out. Which is why they are staying pretty quiet about it all, but otherwise won't mind a bit if this continues.
