They are drive rings. Used for hanging cables. We always used them in telecom. Probably found them near a utility pole.

Vinny, you "nailed" it. I knew I had seen them and I have actually used a one piece version myself. I couldn't see the relationship until you mentioned it. I might still be partially correct in that that set is used with guns and are not the garden variety phone pole DR's.
