Best GIS software for real estate?

It would need to be layman level as in plug-n-play.

Pretend someone wants to live in the country w/well water and have a clean dependable source. Is there fiber already strung nearby? Or on the coast and not build on a fault line and mud. Or into a crime-free area full of wealthy educated old people with a high percentage of ice cream shops. The government should have a wealth of information already but some other data might need other sources.

One of the most useful software packages we use regularly is Global Mapper. It can do about anything, and even download a lot of free data.

We use it mostly for aerial photography but is can do a lot more. We have been using it for many years and each year, there is a new version. It is not really as cheap as it used to be.

That graphic you uploaded would be easy to set up in the layers, and turn on of off the layers at will. Acquiring the data is the hardest part. Global Mapper works with virtually any format of data, and can convert from one to the other.

Looks like there is a cheap-fast-quick trifecta there.
Lots of formats and programs plus the need for CAD probably. Some free. Some far out of budget for limited casual use.
Sourcing the right data looks like a network of challenges. But that's where the Pros enter stage right.
