Their 427 did okay at Le Mans in 1966, '67, '68, and '69.

No, not even close. Lot's of manufactureres have won F1 races with chassis and engines they made themselves. Porsche even won one, in 1962 with this car:

Renault is a recent example of an automobile manufacturer winning the constructors' championship with their own in house chassis / engine:



They have also won constructors' championships as an engine supplier:



Mercedes has won constructors' championships both as a full constructor (Fangio) and as an engine supplier (McLaren and Brawn):







BMW has won races as an engine supplier that actually developed and built its own engines:
