My guess is that they are sensors for a JHMCS "Look and Shoot" system.

I thought that might be the case, but then what about the left side main rail when it passes over/under the center rail?

The middle track (the one with the ridges) is a drive track. it is higher than the carage rails.
In it's current config the track comming from the left is clear i.e. the carage rails are clear and the drive track is clear. When they move the drive track over to the right it will move both sections of drive track which will then clear the carage rails for trafic from the right track.
