My guess is that they are sensors for a JHMCS "Look and Shoot" system.

Nope their Diodes used in the head tracking system for the heads up display.

EPA uses a 911 for an emission example...but someone should tell them where the fuel goes!

When the switch (in the photo, to the left) is thrown, the axle rotates (blue arrows). This causes the arm (red arrows) to shift the side rails to the left. At the same time, another arm causes the center rails (purple arrows) to shift to the right. This other arm is visible in the photo, but I forgot to tag it.

Since railroad wheels (bogeys) have the guide flange to the inside of the track, moving the track to the left (up at the red/green arrow area) will allow a gap to open up through which the flange will pass.

Below the foreground, not pictured, will be a crossway in the tracks through which the right rail of the main and the left rail of the spur will both pass. There will be gaps in the crossway for the flanges to pass through.

The middle track (the one with the ridges) is a drive track. it is higher than the carage rails.
In it's current config the track comming from the left is clear
i.e. the carage rails are clear and the drive track is clear.

When they move the drive track over to the right it will move both sections of drive track which will then clear the carage rails for trafic from the right track.

Do you know the source of the photo?
It appears to be a cog-drive rack railway; either a Marsh, used on the Mount Washington Cog Railway, or a Riggenbach, which was used to climb the Rigi Mountain in Switzerland.
