Umm yea. Right. Their hands were certainly tied when they burned down that house in Waco, TX with a bunch of people inside. Yep. They had no chance there at all. Their hands were tied behind their backs. Yep.

It wasn't GWB who 'untied' them, either.
Mainly because their hands were not tied at all. If they had been hobbled, those agencies would have appealed to GWB's administration for rules changes. They didn't, because those supposed 'rules' were just basic legal procedure and didn't interfere in the way the Right has complained. Find a credible source within the FBI and CIA who can explain how their hands were tied. Both agencies needed excuses -- badly. The CIA had *one* person who spoke OBL's language (Uzbek?) and few Mideast experts. They were using the same people who misidentified asprin factories in the past. The FBI couldn't find people listed in the San Diego phone book. That's neither Cllinton's nor Reno's nor Bush's fault.

Jamie Goerlick didn't invent any 'wall.' The Foreign Intelligence Surveillance Act defined a separation of investigative focuses nearly 30 years ago. And I've heard no reason why the CIA and FBI should overlap. Otherwise, why have two agencies (of course, today we have about 30). More agencies tripping over each other is not a good thing. Problems between the FBI and CIA are 'turf wars.' Problems within the FBI and CIA are just typical bureaucratic cr*p. FISA, in that context, only serves as a scapegoat for the failures of each agency. And post-9/11, they both needed excuses so people wouldn't focus on how they let hijack conspirators slip through their fingers.
