			Yes, but some of the things Putin has done (like break up Yukos) have had a far greater affect on things Bush has been blamed for (like high oil prices).

			Russia is enjoying a resurgence of wealth and power, which Putin is aggressively using.  The reason is their reserves of oil and natural gas.  If the US and other big oil consumers cut back oil consumption, oil prices would fall and Russian power would decline.  Another example of how reducing our oil consumption through conservation and alternative energy is vital to US national security.

			The Russians have plenty of oil and other natural resources. And they don't have every driveway with a gas-guzzling SUV. Their future looks good. The U.S. is dependent on foreign oil, still has a consumption mentality, is wasting resources in the Middle East, and saddled with poor, short-sighted political leadership. But it isn't too late. This is a very rich country.
