Halliburton Moves to Dubai
Halliburton will move its corporate HQ from Houston to Dubai.
I just think this is sort of funny. I wonder if re-incorporation in a tax haven is next? Oh, wait, 75% of HAL's subsidiaries are already incorporated outside the US. Hope this won't stop the US government from throwing money at HAL in no-bid contracts. After all, someone's got to look out for those rich Texans, err, Middle Easterners. http://www.marketwatch.com/news/story/halliburton-move-headquarters-dubai/story.aspx?guid=%7B71120983%2D5D06%2D416D%2D80D7%2 D3B4348F8C514%7D&siteid=yhoo&dist=yhoo

Businesses are moving into other countries because those countries are creating very business friendly environments. America is creating an increasingly hostile environment for business.
You can't force them to stay, this is quite predictable.

The business environment for Halliburton could hardlly have been more friendly the past 6+ years. Billions in no-bid contracts. Flagrant fraud without consequences. Zero oversight. Contractors in Iraq and Afghanistan made immune from all laws. Yeah, they've really suffered. Maybe the coming Democratic majority has them fleeing anticipated demands for reimbursement. Remember Harry Truman's comment that war profiteers were traitors? A lot of Americans may agree, if they are shown the extent of fraud and abuse perpetrated by Halliburton, Parsons, IAP Worldwide, etc.

NONE OF YOUR SPECULATIONS ARE CORRECT.
They are moving the corporate head quarters to Dubai to better serve the oil industry, where the exploration is going on. They ARE NOT changing their incorporation. The Chief Operating Officer and Chief Financial Officers will stay in Houston. Good luck on your conspiracy theories.

They will not be a Dubai company. They are moving the physical head quarters and primary office locations, to be closer to the work.

Oh gor here we go on Halliburton again. To the critics of the company:
Have any of you ever worked for or with Halliburton? Do you personally know anyone who works there? Could you list their "no-bid" contracts? Could you indicate that you have any knowledge of how the US procurement system works and what laws and regulations govern it? Can you cite the requirements governing sole source (i.e. "no-bid") procurements? Can you describe an IDIQ task order contract? Could you list the firms that can provide the range and depth of services Halliburton does or the firms with whom they compete? No? But you know that Cheney worked there and that they are large. And are therefore an especially evil US corporation. And apparently that's about it. BTW a much better article on the subject was in the Wall Street Journal this morning. |

"I can unequivocally state that the abuse related to contracts awarded to [KBR/Halliburton] represents the most blatant and improper contract abuse I have witnessed during the course of my professional career," Bunnatine H. Greenhouse, former PARC, Army Corps of Engineers, 2005

Citing a sensationalist quote is not an answer and is not indicitive of knowledge or the facts. IMO it usually indicates that someone does not know the facts and is just seeking to further a point of view without reason.
But it does help sell newspapers. Besides, Mr. Greenhouse obviously never met Ms. Druyen. And isn't the Army Corps of Engineers responsible (along with Bush of course) for Katrina? Last edited by cairns; 03-12-2007 at 07:29 AM.. |

+2.
I agree. It is a very convoluted process and both Congress and the executive agencies frequently make it worse. I've been doing it for twenty years. IMO Halliburton is no worse (and in fact is usually much better) than any other large government contractor. But they do get the lion's share of negative publicity and seem to be a particular target of the left and the MSM- presumably because of Cheney. When it comes to Procurement a lot of people just parrot what they heard and have no idea of what really happened or happens. Most people have never heard of Darlene Druyen or the Ill Wind scandal. But they "know" all about Halliburton and seem to think everyone there should be in jail. |

Mike, you have it 100% right. There is a huge difference between and accusation and an indictment. And Halliburton started most of the contracts in the late 1990s....

The republicans have blocked all attempts to review Halliburton contracts for the past 6 years. There is no oversight of contractors in the Congress.
