I wonder about the effectiveness of emissions testing. Here in AZ there are, say, 4 million cars. Every one is tested. Everyone must be driven to the State operated test site and uses between a gallon to two gallons to get there, stand in line, get tested and go back from whence they came. Four to eight million gallons of fuel wasted. Does this make any sense when you figure in the whole country?
