Negotiation
On general principle I think negotiation is a usefull tool or weapon if you will of achieving your ends. Even if one talks endlessly about nothing as the PRNK manual of Diplomacy instructs, it is still usefull to your ends. That is where GW went wrong, he threw away a usefull chip in the game on misguided principle. Why didn't GW just say the USA isn't going to be using its aircraft carriers to assert its military power. It amounts to about the same thing.
Now from there one can start to discuss specfic applications of its use.
