Actually, there is only a fleeting mention of the Bush administration. The article lays the blame on Wall Street and Joseph Cassano in particular. A quote from the article:

Go back to Eliot Spitzer(former NY AG, then former NY governor,aka client #7)(or was it #9?)(in France Eliot would have had hero status). AG Spitzer at one point had Hank Greenberg and the AIG board on the ropes as a real group of bad actors threatening the economy, but after massive fines, AIG got back under the radar for a time. Time enough to load up on crazy risk and now we have to bail them out again(and again, and again..) There is no redemption for these dudes.
