You have a pigeon on your head...,

...... And a rat in your pocket ......... Get the hell out of here.
- What the liquor store employee said to the dirthead (s/b perhaps pigeon**** head) in front of me, in the lineup.

It made sense to me, but you didn't mention if he really had a pigeon on his head.

The story completely lacks context.

All of us comprehend what was written, but we have no idea what was trying to be conveyed because of the total lack of relevant details.

Kind of like when someone who is high just blurts out some random words.

Hey, if you had some guy with a pigeon on his head in line in front of you, you'd probably forget to give the backstory when you got home!

Now...at least he didn't have a pinion on his head. THAT would be weird.

But we weren't told whether or not the guy literally had a pigeon on his head or a rat in his pocket.

I always trust the statements of the guy behind the liquor store counter, even if they contradict what I see with my own eyes.

If the proprietor said there was a pigeon, then there was a pigeon.

Ok, can you translate that into something a 50 something white man can understand? Please show the translation steps. Like WTF does having a pigeon on you head really mean? I doubt it means that there is literally a bird sitting on your head.

What sort of slang is this? It is some stoner language, or is it something coming from LSD usage?

Actually I guess I don't really care. I will just put some aluminum foil on my head and feel safe. I guess I really am a geezer. Get off of my lawn!

The OP was in line at the local liquor store.
There was a dirty homeless person in line in front of him.
The liquor store clerk told the homeless guy to buzz off because he had a pigeon in his hair and a rat in his pocket.

See? Not so hard.

that was my interpretation. the OP was just sharing a funny experience. does there need to be anything more than that? if i overheard that conversation, regardless of context, i'd be LMAO.
