Ionospheric refraction, although in reality some tunnelling may occur between the layers.

Usually the F2 layer is mostly used for this purpose as it will provide the largest skip distance and thus greater overall range. The art is picking a frequency that will provide the 'skip' using the optimum ionospheric layer. Lots of other hardware needed to do it semi accurately.
