The cheapest Fed Ex rate to send a letter to Missoula, Montana from here in Ohio (3 day delivery) is $26.45. The USPS rate is 44 cents.

I don't know. You asked why wolf doesn't use UPS or FED EX instead of the USPO. The reason in the price.
