I get about 5 phone calls from this phone number a week. It rings once, then stops. I've never answered it, but the sheer volume of phone calls is getting VERY annoying. I did a search, it's an obvious scam. People who have gotten phone calls from this number report:

1) Being told they won a $50 Wal-Mart gift card because they won some contest doing a web search, then being asked for a credit card number.

2) Being told that they are a job-search company and they need more information to go along with a resume that was submitted. Many people receiving these calls report not having submitted a resume in decades.

3) No answer when they pick up.

4) It ringing like the person picking up the phone had just dialed.

5) Offers to reduce credit card debt.

The number is based in Springfield, Illinois, but seems to be an all-purpose number for scammers. Maybe someone using some kind of Internet phone surface can dial out using this number?

I keep getting calls from a number on Provost. I'm with you -- annoying. I never have the opportunity to actually take the call, because I'm at work, but I keep seeing the missed calls when I retrieve my phone. It's just weird. Does this ever work?

Answer it, tell them nothing, ask to speak to a supervisor and tell them you'd like to know their company name, location, ownership, etc. They will go away in a hurry.

if they're calling your cell, you might have an option in your phone settings to send them straight to voicemail. (you could have to add them to your contacts)

If you are registered on the do-not-call list, and they persist, I thought I read somewhere there was a way for the harassee to garner a judgement of something like $500/incident.
Not sure.

Non-profits and politicos are exempted.

If its your cell phone and they have your number from a standard telemarketing phone number data base you can try using the national cell phone "do not call" registry. It is 1-888-382-1222. You basically call it and it enters your cell number into a database that keeps telemarketers from being able to call it for a set time, 3-5 years I think. It only works for cell phones, not land lines, and you have to call the registry from the number you want removed, ie call from your cell phone.

Another idea, since you have the actual number which is calling you, call your phone company and tell them you do not want to be able to receive calls from that number anymore. Phone companies can block specific numbers from being able to call your line. Some phone companies are more helpful than others in getting this done, but they can all do it, you just might have to jump through some hoops and talk to a few different people. Good luck.
