This program has nothing to do with Twitter, it simply keeps people from tracking you and as well shows you who has been doing it.

What you've encountered is called retargeting and also referred to as remarketing. It is a feature in Google Adwords that allows company to gain impressions and clicks through to their websites. The dog bed company website you looked at actually had a piece of code that they placed on it that triggered the subsequent banner ads that you saw on other websites.

Regardless of Whether you're logged into google or not, or even search using google, this retargeting still works. It is all driven by the code the dog bed company put on their page and the subsequent pages you search that offer google ad space. If you clear your cookies this retargeting should stop until you pickup a new piece of code on another site from another company using Adwords.
