That area is public property, and the city can still require you to maintain it. In fact, the city can plant a tree there and then require you to trim the tree, not just to mow the grass.
Why not call your own city and ask before posting again?

Just to be clear on this, you can't go across the street and plant a tree in the city property in front of that house. You can't leave trash there either any more than you could in the park.
When I posted what I said, it was that I have no problem putting trash in a city owned can on trash day when the can is out for pick up and the truck is on its way. And of course, I would not put trash in another can if they weren't finished filling it or if it was full.
