Recommend a simple/easy/cheap photoshop type program?

Can anyone recommend a simple photoshop type program?

I will likely mainly use to try stripes/colours on cars, change wheels etc so don't need anything too sophisticated.

Current GIMP is vastly superior to CS2.

CS2 is old, GIMP is current, compatibility is better with GIMP.

Better feature set.

Smaller footprint.

Works better on older hardware, uses less resources.
