I kind of wonder what recourse the HOA has. I suppose they could assess crazy fines on her folks and, if they didn't pay, could turn them onto liens against the house. But what else would they be able to do?

He certainly did not draw on the bikini girl, from what I have seen so far, he was very aggresive sure but he was very in control of the firearm at all times, drew for a (valid I think) perceived threat, holstered as soon as the threat subsided.
Kneeling on the girl is unpleasant to watch but seems to be the norm for cops every where these days. I think the PD in question is seriously lacking in balls to not back up their officer, who should have remained calmer but surely did not seem to be out of control from what has been shown. I also do not personnaly think race played any real part in this event, but the press sure loves racial dissent and forments it every chance they get.
I think the main stream media in North America needs to start being held liable for damages they do, such as in Fergusson where it was a manufactured crisis to sell tv adds.

What an HOA can do and why has to be spelled out beforehand.

I doubt they have anything in current bylaws that would cover the events.

And then the question is, what would they be sanctioning for anyway?

Too many guests in the pool?

They'd have to prove non residents used her pool pass. If anything the security guard would lose his job because he's there to make sure that does not happen.

The picnic in the park outside the pool area was not an issue beyond it annoyed some people who don't like rap.

Personally not a fan either but you can't sanction residents because some have different taste in music.

There are likely some general nuisance regs but I doubt they carry much penalty.

Probably nothing more than a nasty gram warning letter for the first offense.
