In traffic? Hardly ever. Parking lot? More often to say "hi" than a "aaaaiiiiieeee!" thing, and still rarely.

Sitting in my yard waiting on my kids that were supposed to be ready 5 minutes ago and we're almost late? All the damn time.

For me, it's more about getting someone's attention, either if they are trying to merge into me or the light had turned green and I can see that they aren't paying attention or aware that the light had turned (these days usually due to a cell phone).

For cell phone folks, I'd like one of those really, REALLY obnoxiously loud train horns.

Nope, just want them to look up from their cell phone, and it usually does the job.

Any one ever think that maybe someone's baby is sleeping in a house nearby and now you've woken it up?
On the freeway or driving through commercial areas, no. In a neighborhood, I'm much less likely to feel the need to honk, but if I did, well, fortunately, we don't live in houses with oiled paper walls as they used to in Japan.

Exactly

Starter gun, flare gun or live rounds?

I've always thought it would be fun to be able to launch bottle rockets out of the grill of my car. Having a bottle rocket scream past right before it explodes would definitely get someone's attention, but that's more of a juvenile fantasy than anything else.

I had one that I put in my first miata and then moved to my second. Miatas come with a single tone horn which sucks. A twin tone horn with dissonant tones does a much better job and sounds cooler too. I think my boxster had electronic horns like other cars which is a bummer.

On my daily driver Jeep I have never used the horn, ever. On my 911, I have used the horn exactly once, five years ago.

Only tap it if someone in front of me is sitting at a green light and texting...

I don't see a need to honk at people to let them know I don't approve of their recent driving maneuvers...
