Hey Jeff: a small grinder with something like a 50 grit disc will be best, a wirebrush doen't do a good job of cleaning the metal and welding gets to be not as snooth.
Don't forget to protect the glass if it is stil on the door. Happy new year. and Cheers.

Jeff - what I'd recommend is a small angle grinder ($9.98 at Harbor Freight) (at this price, consider them expendable.) http://www.harborfreight.com/cpi/ctaf/displayitem.taf?Itemnumber=93088
with a roloc metal conditioner disk (maroon) They are like scotch brite pads. http://autobodystore.net/Merchant2/merchant.mvc?Screen=PROD&Product_Code=AP3SPKW&Cate gory_Code=GTAM

Jeff - you'll have to take the window frame out of the door. Not hard, but tedious. The frame comes apart to allow the quarter window to come out.
