I think I answered my own question... I was not clear on what I was looking at... I thought the PO messed up both ends of the taillight harness... but I went to the garage and removed it and the second harness is fine... it is the section that goes to the actual light bucket the one that needs work at the end of it (where it would go into the light buckets), the plug that mates with the rest of the harness in the car is fine...

Since I need to wait for the master cylinder to get in... figured I would work on the tail lights wiring...
Old ones donated the internal wiring. Took a few photos for reference... to make sure I new where everything went... harness was easy to match since the PO did female/male different on each side... that was good...
