High Idle Issue (have searched)

Hey All, I have done my research but need some opinions.

1980 SC 3.0/915/402k
- idles at 1800 cold or hot
- does not decelerate (engine brake) while in gear
- can get it to sit at idle speeds by knocking it down with the clutch OR adjusting idle screw. raises once throttle is blipped.

From what I have read, this is the AAR. I cleaned it but nothing changed so I took it apart and manually closed the flap and reinstalled without plugging it in. No change.

***Also my Decel Valve is disconnected (cant find the line) BUT the AAV also has a vac port that is connected (i havent seen setup where they both have vac ports.***


Options:
- decel valve behind CIS? it doesnt decel, could this be common sense?
- AAV?
- Vac leak- What is the normal vac for these motors? I can hook up a boost gauge to a vac line to see what it is at in hg
- timing? it runs great otherwise, no pops or bucks so i doubt it
- vac advance or dist springs?

Make sure the accelerator pedal is returning properly/ throttle is closing.

My car has vac ports on both the AAV and the Decel Valve. Is that normal? Currently the DV is not hooked up and I cant find the line for it but the AAV is hooked up.

Agree w/mixed 76, make sure throttle is not binding. Pedal, throttle rods, bushings and butterfly need to be checked.

The pic showes a mixed up installation of the AAV and Deaccel.Valve.
The AAV should be above the Deaccel.Valve.
