Question is the bushing missing on my steering column? (pic)

On my 65 911, I have developed a nice steering wheel shake; after removing the wheel it's clear that the steering shaft shown below has a decent gap between the bearing and the shaft surface (it's even offset to the right). Should something be there between the shaft and the bearing? I've read that on later cars there is a plastic part that should be there - do early cars have it?

The wheel hub that bolts on and holds the steering wheel looks like it acts as a spacer, but it still moves around a lot which makes me think something is missing.

Any advice? It seems the steering wheel bushing fix is not for early 911's before 74 - is this correct??

Check out this thread and also make sure you have the bushing or collar that I took a picture of.
