Fog light switch problem

Need some help and possibly some information here. I think my fog light switch has seen better days. Major problem is when pulled to activate lights (low beam of course) the lights don't come on. I've checked the fuse and the relay and both are fine. (Swapped relay with known working one and installed new fuse). High beam and low beam work fine from control stalk. I notice when I pull the switch the lights in the heater console will blink when the switch is pulled then remain on when switch is pulled all the way. Thus I suspect the switch. What say you? Now for the information question. Is it possible to get to the switch (79SC) if you pull the AC vent in the dash or am I going to have to pull my radio and the "basket" to get to the switch? One other question. Should I not be able to fix the switch, is this a dealer only part? Thanks folks. Have a great holiday season!

Not enough info to troubleshoot...Do you have a test light or voltmeter? Several possible problems.

Be sure to check the bulbs and if power is available at the bulbs.

More than one fuse to check. I would more likely suspect a loose wire or bad connection at the fuse that feeds the relay and not the foglight fuse. Although possibly bad, the switch is probably the strongest component in you system...electrically, unless it has been physically damaged.
