EFI component swap program...help with troubleshooting?

As mentioned a few times before I think one of the most asked about areas is the EFI system on our cars....wether CIS or Motronic. We all know that throwing parts at the problem(s) gets expensive and most likely wont help. A troubleshooting wizard with test procedures would be nice so you can narrow down your possiblities to a few components, test and purchase the part intelligently.

Until this wizard is available would a grass roots component swap program be of value? I have a working Idle Control Valve sitting on a shelf that was swapped out during a plating refresh in my engine bay. This valve could be helping someone discount a possiblity in a poorly idling 3.2 engine.
I also believe that some of the more sensitive electronic components might be tougher as one could damage them more easily. Perhaps an honor system can be developed.

What do you all think?
