Euro SCs used this rotor to limit revs because the smog restrictions were not as tight as they are in the US. The US spec cars used (as I was recently informed) a relay behind the fuel gague, attached to the tach lead wire, that cuts off fuel at a specified value. And yes, that rotor will fit under a standard SC dizzy cap. There's some more info in this thread.
