headlight problem

Hi:
we painted the car over the winter and replaced the front fenders...the painter put the headlights in and now i only have low beams..and the fog lights dont work). with the key on and the headlight switch pulled out, when i push the highbeam/flasher to highbeam the lights go out...when i pull the switch to the flash position the low beams stay on. when in the middle position the low beams are on.
I looked at the wiring diagrams on this site and in the haynes numerous times
Question 1: does the highbeam switch send power to energize the coil in the headlight relay when in the highbeam/flasher positions or in the middle position?
Question 2: which fuses are highbeam? (i cant read the diagram).
question 3: If i disconnect the 3 wires going to the highbeamflasher switch what continuity should i read when the switch is in the 3 positions?

any help is appreciated.
