You could probably pick any flare and install them with Dzus fasteners. Steel will likely last longer than fiberglass for this application.
NO one sells steel front RSR flares for your early car.

FG will be cheaper. Check Pelican, GT-Racing, Peter and Rennspeed, Getty Designs. They will all have the necessary parts.
Peter makes great stuff and is reasonable on price. they pop on Ebay occasionally. www.rennspd.com

jpnovak, would the restoration-design steel turbo front flares fit an early car for the RSR look? I know that are probably slightly different on the lip (I still can't figure out EXACTLY how a SC/turbo flare differs from a RS/RSR flare), but wouldn't the flare itself still fit onto an early fender? Well, I guess you would have to fab the short extension on the front. Still, if you can weld (well

How 'bout those new SUV's ( Jeeps?, Nissan's?) that use a similar mounting style but prolly use stainless socket head bolts...
