Wiper Return problem
Recently my windshield wipers were frozen to the windshield and when I turned them on they moved about a 1/4" but were stuck. I broke the ice to free them up but now they stop at whatever point they are when they are turned off. They don't return to the lower position. Also, they don't work at all on intermittent.
Any ideas what I broke and can it be fixed by me? TIA
