Are rotors balanced? Mine have material removed.
I ask because I received new fronts and rears and one of the fronts (haven't looked at the others) has a section machined away from the outer edge. They've removed about .25-.50mm of material along a 2"-3" section of the outer edge of the rotor.

Good ones are, if needed. Mine came directly from Brembo with milling done is some areas to balance them.

Yes good ones are when newly manufactured.
