More what is this part and what does it do questions

Hello all. I have a 1988 Turbo cab. I've owned the car for a little over a year and until recently I havn't really looked under the hood. The car has been running fine but now I'm trying to get to know the car better. I've posted similar questions here in the past with great responses and I hope I get the same result this time. Here it goes:

There's a black cylinder looking thingy in the front right of the engine bay that is somewhat damp. There is a slight fuel smell so I'm thinking it has something to do with the fuel system. I assume this shouldn't be damp. Here's a picture:



On the intercooler there are two outlets (I have no idea what to call this stuff) right next to each other. One is connected, the other is capped off. Is this supposed to go to something?



There is a connector in back left of the intercooler (as you're facing the engine) that looks like something should be plugged into it but there is nothing there. What is it?



And lastly, there is some type of valve or something. I had this part out of the car and I assume my mechanic or the PO put another one in. The one that's installed on the car doesn't look like it's completely hooked up.
